Notice: Changes to Lithuanian Consular Fees

On March 1, 2026, a new version of the Government of the Republic of Lithuania Resolution No. 1135 of November 16, 1994, "On the Approval of the List of Specific Consular Fee Amounts and the Description of the Procedure for the Payment of Consular Fees and the Refund of Consular Fee Overpayments," comes into effect, and the consular fee amounts are being changed.

In accordance with the provisions of Article 4 of the Law on Consular Fees of the Republic of Lithuania, the consular fee amounts were recalculated taking into account the increased costs of performing consular actions. The new consular fee amounts can be found here:

Consular fees were last adjusted in 2009. Since then, the operational costs associated with consular services—which directly determine fee levels—have risen significantly. These increases include higher costs for producing high-security document blanks, diplomatic courier services, and mandatory professional liability insurance for notarial acts.

To meet evolving security standards, Lithuanian diplomatic missions and consular posts abroad have implemented new information systems and acquired advanced biometric scanning and software. Consequently, the cost of maintaining and administering consular workstations has grown.

The adjustment of these fees is a strategic component of Lithuania’s budgetary policy, rooted in economic, social, and political considerations. By bringing state levies for public services in line with the averages of other EU Member States, the government aims to use the resulting revenue to accelerate the digitalization of services, ultimately improving both their quality and accessibility.
