How to Apply for a Personal Document for a Minor Under 16

  • An application for the exchange or issuance of a personal identity card or passport for a minor under 16 must be submitted in person by one of their parents or guardians at the embassy.
  • If the child is between 0 and 2 years old, they are not required to be brought to the embassy.
  • If the child is over 2 years old, they must be present during the application submission.
  • Prior to your visit, an appointment must be booked through the KONSREG system.

Note: If the child is 12 years old or older, their fingerprints will be scanned during the application submission. If the child is 14 years old or older, they will also need to provide a signature.

What Documents are Required When Ordering a Passport or Personal Identity Card for a Minor Under 16?

  • The minor’s previously issued Lithuanian passport or personal identity card, if they had one.
  • If the child is between 0 and 2 years old, you must bring two passport-sized (4 x 6 cm) photographs in colour. In all other cases, you do not need to bring photographs; the minor will be photographed on-site.
  • The minor's place of residence must be declared abroad (the declaration of residence can also be completed during the visit).
  • If the application is being submitted by a guardian and not a parent, a court order confirming guardianship must also be presented.

Attention: When applying for the first Lithuanian passport or personal identity card for a child born abroad, documents for the registration of the child's birth in the Republic of Lithuania must be submitted at the same time. If the child's birth has already been registered in Lithuania, no additional documents are needed.

Note: If necessary, the consular officer has the right to request that the applicant provide additional documents and/or clarify the information submitted.

Cost of Issuing a Personal Document for a Minor and Payment Methods

  • Passport issuance or exchange for an individual under 18 costs 50 euros.
  • Personal identity card issuance or exchange costs 100 euros.
  • If both a passport and a personal identity card are ordered during the same visit, the fee for the ID card is reduced by 50% (the cost is 50 euros).
  • If the child is under guardianship or has a determined disability level, the passport issuance is free (documents proving this status must be submitted).

The consular fee for the service is payable by bank card during the visit.

Attention: The consular fee is collected in South African Rand, and the amount is determined each month according to the current exchange rate.

How to Collect the Completed Personal Document

Citizens who applied for the issuance or exchange of a passport or ID card at the embassy in Pretoria can collect the completed document:

  • By visiting the Embassy: The minor's document can be collected by one of the parents or guardians upon presentation of their own identity-confirming document.
  • Via a courier service: After receiving notification that the document is ready for collection, the client can order the services of a courier of their choice.

Regarding the Personal Identity Card's Electronic Medium 

  • For children aged 14 and over, the activation data (password) for the card's contact-based electronic medium can be issued along with the new personal identity card. The envelope with the password is given to the child in person or sent via a courier service (as a separate shipment). The password will not be issued to an authorized person.
  • An individual has the right to refuse the activation data (password) for the personal identity card's contact-based electronic medium.
