On 13 October, Lithuanian Ambassador to South Africa, accredited to Namibia, Rasa Jankauskaitė, participated in the ninth Namibia National Information and Communication Technology (ICT) Summit. Mindaugas Glodas, CEO of NRD Companies, also participated in the event, presenting Lithuania’s experience in digital transformation and exploring opportunities to apply this expertise in Namibia
Held in the Oshana Region, the summit brought together representatives of government institutions, international organisations, business and the technology sector to discuss the role of digital technologies in promoting economic growth, reducing unemployment and addressing social exclusion.
Opening the summit, Namibia’s Minister of Information and Communication Technology, Emma Theofelus, highlighted the country’s priorities, including digital public services, digital identity, cybersecurity, artificial intelligence, digital skills and access to technology. She emphasised that the success of digitalisation should be measured by the benefits it delivers to citizens and businesses.
During a panel discussion, M. Glodas outlined Lithuania’s journey towards becoming a digital state, emphasising that successful digital transformation depends not only on developing technologies but also on their widespread adoption. Referring to Namibia’s ongoing development of an electronic identity system, he highlighted the importance of integrating it across government institutions and sectors such as banking, insurance, telecommunications and healthcare.
M. Glodas also presented the GovTech Lab model, which enables public institutions and technology companies to jointly develop solutions for the public sector, supports the growth of the local technology ecosystem and accelerates the implementation of digital projects. The proposal attracted interest from Namibian representatives and the International Telecommunication Union (ITU).
On the sidelines of the summit, Ambassador R. Jankauskaitė and NRD Companies CEO M. Glodas met with Namibia’s ICT Minister, E. Theofelus. They discussed opportunities for cooperation between Lithuania and Namibia in e-governance, cybersecurity, digital identity, artificial intelligence and digital innovation.
“Over just more than three decades of independence, Lithuania has become one of the leaders in digital transformation. We are ready to share our experience with Namibia, but the most important step is to move from general discussions to concrete projects that create value for the people and businesses of both countries,” the Ambassador noted.
The Namibian Minister welcomed Lithuania’s initiative and expressed interest in practical cooperation, particularly in the areas of the GovTech Lab model, cybersecurity and digital public services. She also emphasised the importance of cooperation between Lithuanian technology companies and local businesses in facilitating knowledge transfer and strengthening the skills of local professionals.
The discussions also explored opportunities to continue the dialogue at international events, including the Internet Governance Forum, scheduled to take place in Nairobi in December, and a digital policy event planned in Lithuania during Lithuania’s Presidency of the Council of the European Union in 2027.
During their visit to Namibia, Ambassador R. Jankauskaitė and NRD Companies CEO M. Glodas also met with representatives of Namibia’s Ministry of Finance, the Namibia Revenue Agency (NamRA), the Bank of Namibia, and the Ministry of Home Affairs, Immigration, Safety and Security. The meetings focused on opportunities for cooperation in digital tax administration, electronic invoicing, public revenue collection, digital identity, the modernisation of population registers and interoperability between government information systems.
